How it goes
1. Layout & footings
Footings sized and set below frost depth so the deck does not move with the ground.
2. Ledger & flashing
Siding opened, ledger bolted into structure, and flashed so water runs out of the wall instead of into it.
3. Frame
Beams, joists and blocking sized for the span and the snow it has to hold.
4. Deck, rail & stair
Decking laid with proper gapping, then railing and stairs built to code height and spacing.

FAQ
Do decks here need bigger framing?+
Usually yes. A deck that only has to hold people is framed lighter than one that has to hold four feet of snow all winter, and Tahoe decks are the second kind.
Cedar or composite?+
Cedar looks better and can be refinished; composite needs less upkeep but gets hot and can sag if the joists are spaced for wood. The framing has to be built for whichever you pick, so pick before it is framed.
Can you rebuild a deck that is already failing?+
Yes, and it usually starts at the ledger and the footings — the two places a failing deck is failing from, whatever the boards look like.
